Job Description:
Ensure the effective and efficient use of NEI resources necessary
to address issues affecting NEI members, determine their priority,
and develop an effective and timely strategy for resolution.
Operate within or below the allocated budget each year. Complete
all required NEI training and other training as needed. Meet all
HR-related milestones, e.g., appraisal input, time, and attendance
reporting. Maintain general awareness of major NEI-led initiatives
and growth, e.g., advanced reactors, increased public acceptance of
nuclear, use of social media, etc.
Serve as the primary NEI point of contact and spokesperson on fuel
cycle, LLW and materials issues to represent members' and
industry's interests and needs. This includes but is not limited to
conducting routine member calls and meetings (e.g., Fuel Operations
Committee (FOC), LLW Task Force); facilitating FOC-related groups
(e.g., Uranium Users Group, Benchmarking Group); supporting other
related fuel supply related NEI member groups; presenting at
meetings, conferences and workshops of Federal and State agencies,
professional organizations and other stakeholders such as the
Organization of Agreement States; representing members at various
meetings; preparing and submitting member consensus positions to
NRC in the form of letters or NEI documents; conducting drop-ins
with NRC management and senior leaders; participating in media and
press interviews and responding to members of the public on behalf
of NEI members.
Prioritize generic issues, develop the most effective approach for
managing them in accordance with NEI policies and practices, and
resolve them in a manner that accommodates the applicable
regulatory considerations and political and public climates.
Promptly adjust priorities in a dynamic environment to respond to
NEI members' needs and effectively close out the issues.
Develop and maintain effective and professional relationships with
industry, State and Federal regulators, and professional societies
and organizations to assess, coordinate, and represent industry's
needs for NEI action in the areas of fuel cycle, LLW and materials
safety. Communicate effectively under pressure, understanding both
the significance of those interactions and the necessary management
constraints that limit those interactions and any potential
commitments.
External organizations include, but are not limited to, the Nuclear
Regulatory Commission and its Advisory Committees, Departments of
Homeland Security, Transportation, Energy, and others; the
Environmental Protection Agency; the Electric Power and Research
Institute; the Conference of Radiation Control Program Directors
and Organization of Agreement States; the Council on Radioisotopes
and Radiopharmaceuticals; the Health Physics Society; the
Radioisotope Shippers and Carriers Conference; various medical and
industrial use organizations; and the Low-Level Waste Forum and
related waste management organizations including disposal site
operators, e.g., Energy Solutions.
Communicate effectively and diplomatically with all levels and
organizations in NEI and with NEI member company personnel. Analyze
and understand the components of an issue, from the perspectives of
both the regulator and wide array of NEI members to prioritize
activities needed to resolve the issue. Provide in-house support
and advice on materials licensee issues including regulation,
communication, legal, legislation and outreach to and coordination
with industry representatives and others as warranted. Exercise
superior analytical abilities and an excellent sense of
judgment.
Periodically brief NEI's Nuclear Sector Coordinating Council, Fuel
Supply, Utility Fuel, Supplier Standing, Supplier Advisory
Committees and the Nuclear Strategic Issues Advisory Committee
(NSIAC), and others as needed; supports department staff as needed
to organize NEI's semi-annual Fuel Supply Forum, annual
International Uranium Fuel Seminar; World Nuclear Fuel Cycle;
Radiation Protection Forum; and other NEI conferences and workshops
when relevant; and coordinate closely with senior managers in NEI
member companies in furtherance of NEI's mission, goals and
objectives.
Job Specifications:Nuclear energy experience is preferably at a
utility, vendor, or government agency. There is a preference for
experience related to fuel, LLW and radioactive material/source
licensing in the U.S. The incumbent is expected to have the ability
to obtain a Security Clearance at the Secret Level or
greater.Skillsand Abilities
