M&J is currently seeking a Construction Manager (CM) assigned to our Arlington, VA office, who will be working onsite at one of our projects in the Washington D.C., Baltimore, or Charlottesville, VA locations. For this position, the successful candidate will work remotely onsite in Charlottesville, VA for up to three years with the potential for follow-on work in the Washington D.C. metropolitan area. The successful candidate will manage the assigned elements of a vertical construction project to assure quality of the contractors work compliance with the construction plans and contract documents, provide inspection oversight and manage project inspection personnelstaffing, and serve as the Clients representative to the contractor.


The CM serves as the onsite M&J representative providing Construction Management Services in support of a construction project at Rivanna Station located in Charlottesville, VA. A minimum of 10 years of professional experience is required in the following engineering fields: Civil, Structural, Mechanical and/or Electrical. The successful candidate will be a highly versatile engineer possessing expertise in construction management, inspection, renovation, and rehabilitation, and must have demonstrated experience in performing duties typically associated with a CM on a facility addition of critical multilevel laboratory spaces, with workstations and meeting areas that are structured to support mission, collaboration, and training either in a secure or non-secure environment to accommodate approximately 250 personnel. Experience should also include parking structures built over existing on-grade parking to minimize the amount of additional parking needed, while providing 250 additional spaces on two levels. The CM will be expected to attend the kickoff meeting and provide a Project Work Plan, provide technical reviews for contract documents including submittals, Request for Proposals (RFPs), Requests for Information (RFIs) and Scopes of Work, and conduct contract administration services to include Quality Assurance.


Provide leadership in motivating the project team and maintain a positive work environment.
Manage the project using established project controls and procedures.
Perform constructability and coordination reviews.
Communicate with owners, architects and subcontractors related to project risk, timetables, costs/budgets, and change management.
Perform pre-construction planning, scheduling, and cost control.

Manage project execution to ensure budget and schedule compliance.

Independently complete site-walks to ensure conformance with specifications and design.

Facilitate startup and construction activities.

Review and analyze production reports.

Review and analyze cost reports and schedule progress.

Requisition and track status of required materials through all stages of procurement cycle.

Responsible for obtaining approval and documentation of field and design modifications.

Ensure daily red-lines are accomplished.

Prepare monthly reports including cost, schedule, safety, cash flow, etc. for internal and/or external use for project management providing needed information for submittals.

Ensure receipt of all necessary project close out documentation and ensure proper updates of CMMS system records and maintenance libraries are accomplished.

Review subcontractor invoices and ensure timely payment.

Provide jobsite leadership in safety and quality.

Prepare contingency plans for potential risks, expanding contractual services and project profit.

Perform all other position-related duties as assigned.

Required Skills & Experience

BS degree in Engineering or Construction Management A minimum of 10 years of Project Management experience on similar projects valued at $10M or more in project size/scope.
USACE CQM OSHA 30 Or equivalent combination of education and experience Valid drivers license Must be a U.S. Citizen

Preferred Qualifications

Considerable knowledge of civil, structure, mechanical and electrical engineering, utilities construction methods, procedures, practices, plans, specifications and contracts, materials used and performance, environmental, legal and safety responsibilities related to construction of USACE lab/parking facilities.

Ability to create, review and evaluate project/contractor schedules in accordance with the contract requirements. This ability will involve understanding and use of scheduling software programs such as MS Project or Primavera

Registered Professional Engineer (PE) (MEP highly desirable)

Registered as a Certified Construction Manager (CCM) through the Construction Management Association of America (CMAA) or similar Construction Manager Certifications

Certified Project Management Professional (PMP)

Ability to work seamlessly with a government client as an Owners Representative.

Strong technical and communication skills

TS or Secret Security Clearance (desirable)
