Overview ARSIEM is looking for a Mid-Level All Source Analyst to provide Technology Transfer Analysis and Assessment services. The position will support one of our Government clients in Charlottesville, VA. What you will do: * Locate, synthesize, and interpret large amounts of textual real-time data feeds, message traffic, directed searches results, and task-specific, specialized data sources
* Prepare extensive written assessments and documents and disseminate information through reports and briefs
* Develop complex analytical approaches to problems and situations for which data is incomplete, controversial, or for which no precedent exists
* Research, analyze, interpret, evaluate, and integrate extremely complex all-source intelligence data pertaining to technology transfer subject areas.
* Develop innovative approaches to analysis and validate analytical conclusions and /or maintain and update extensive intelligence databases, systems, and mechanisms for sharing relevant intelligence information to support on-going and projected projects
* Brief and defend analytical outcomes and perform exploitation requirements in coordination with peers and customers throughout the IC.
* Familiar with ICD 203, DIA analytic tradecraft standards, and TLA-2 SOP
* Assess risks in the following areas: * Technology Transfer (voluntary and non-voluntary disclosures) to include technology targeting and cyber security and inclusive of start-up, greenfield, and brown companies. Assessments could potentially also include "close proximity" purchases, intellectual property, joint ventures, and deemed exports.
* Technology Diversion, to include the technology relative to state of the art, foreign government policies and practices, and the foreign company's adverse history * Conduct end-user assessments for United States export license applications
* Verify the end-user's business address, provide a complete corporate profile
* Identify adverse business practices, associations with countries of U.S. concern
* Identify government ownership or influence
* Identify known proliferation or military activities and determine if the entity has the potential for manufacturing military materials with the export items.
* Provide S&TI analysis to identify, assess, and warn senior policy officials, acquisition executives, and combatant commands of emerging and disruptive technologies potentially being transferred that enable next generation foreign military capabilities What you will have: Required: * Able to work independently with moderate government oversight
* Provide comprehensive and completed products that may require multiple minor revisions and/or editing
* Bachelor or master's degree in intelligence, engineering, sciences, social sciences, or related discipline. Desired: * Experience with Technology transfer, USXPORTS and/or CFIUS You will be: * Self-motivated
